I don't see a particularly easy answer to this question. Are you trying to normalize individual tracks or a recorded mixed set?

What audio editing software do you have handy?

nah i don't think that's a good idea my friend.
first off your just adding noise.
you should check what bitrate your files are at. you'll find that the lower ones are lower bitrate files or badly recorded high bitrate files.
get copies in 320 of anything you got in low quality. that is my advice.

MP3GAIN or WAVGAIN are brilliant and what i use.

If your using Ableton after it normalises everything you don't lose your warping which is a huge bonus.

Normalization just sets all your peaks to zero. That's not what you need. Sometimes tracks with the same peak level will sound like they have different volume levels.

You need the average psychoacoustical sound levels to be about even, so when you bring in a new track it doesn't sound twice as loud as the one before it, leading the dj's in the audience to start stroking their chins at you.

mp3 gain will estimate the average psychoacoustical soundlevel of a track, and if you want make non-destructive changes to your mp3 to set all the tracks you select to a given sound level. Nice little program. Remember to save the analysis of all your tracks so you can undo your changes if necessary.

+1 on Mp3Gain. I don't use it myself, but have read a lot of people being happy with it.

Another option is Platinum Notes. It will go through your collection and makes copies of the tracks that are all set to the same average level. It's got other features as well. It from the same guy who brought us Mixed in Key.

I wont get to heavy into this I will see if I can find the article but this is false. There was a test study done @ FANRIC in london where there where 3 people a sound man dj and engineer on the floor of the club and they played the same song in 3 different formats and for the most part they could not correctly identify which format was playing when.

If you're going to use wavs then use wavgain

If you're playing on a system that makes your clothes flap in the breeze you can probably tell the difference in the bass between mp3 and wavs.

If you're just slapping promo mixes together for your ipod, well, mp3s take up less space on your hard drive, just make sure they're 320 kbps.

Personally, I've found few recordings to be really 'out-there' in their level, comparative to most recordings I get.

I'd rather manually edit them in Soundforge or whatever. Then, you have the opportunity to do other little alterations to it if you want, like a precise parametric eq to suit your tastes, or extend or shorten certain troublesome phrases to make phrase lengths more standardized if necessary.

Know what I'm talking about there? 16 bars, 16 bars, 1 bar break! 16 bars 16 bars.... Or a lousy 2 beat break that doesn't steal from another phrase... I seem to be running into those bastards more and more. That'll fuck up a happy transition fer sure. *take note, fellow producers...*

common now if everything was nice and tidy djing would be boring. dj friendly is good, too friendly and it becomes monotonous.
